This is usually caused by the brakes being frozen. You can free them up usually by backing off of the adjusters on the brake shoes at the bottom on the
rear of the backing plates. Once loosened then remove the drums and rework the brakes and repack the front wheel bearings. You will probably have to replace
the shoes and have the drums turned. Remember that there is 2 star adjusters on each set of shoes. If that doesn't free them up then let me know and
I'll give you a few more less likely possibilities.
